Pretty sure Plano isn't a qualifying tournament. It's a placement tournament. They'll have as many divisions as they have teams to fill. Look at the 05 age group. D1 through D4. The tournament simply determines what division you end up in.

PPL - placement tourney

Of the 20 teams that didn't qualify D1 or D2, 12 are in the PPL placement tourney this weekend. Sounds like a few may have gotten a bye...and others may have elected to play in another league. If you have any info on the 8 teams unaccounted for, please share!

Is PPL basically considered the 2nd division for Boy's Youth Soccer in NTX after Classic League?

If so, why don't they work out a set up where top 2 or 4 teams from PPL move up to Classic D2 or D3 depending on Age group?

Used to be somewhat similar to that. Bottom two of D3, top 2 from APL and PPL played for the last two spots in Classic D3.

Classic figured there was more money to be made relegating the bottom 6 and holding an open entry tournament for Classic D3 each year.

once the "n+1" rule for retaining byes was eliminated, blown-up teams were keeping byes and watering down the league - the new re-qualifying setup makes for a better D3
