More on Fifa Rule 19
http://www.espnfc.com/mexican-liga-mx/story/2845614/mexican-clubs-wary-of-fifa-rule-in-signing-us-players
For those interested in how international youth transfers work and player movement, this is in interesting article. It seems Fifa may start preventing the transfer of youth players below the age of 18 to Mexican clubs from the US. This is even if the youth player is a dual, Mexican-American citizen.
This could have a chilling affect on the Mexican teams coming to the US to look for youth players and taking them back to the Mexican youth academies ( Tigers, Chivas etc).
This is the same rule that prevents kids ( youth) from transferring to clubs in Europe, or really any other country from the US unless you meet one of the three exceptions. ( Which most don't).
I read Ben Lederman's dad ( kid that was at Barcelona but had to leave due to Rule 19) was filing a suit with FIFA over this issue but have not seen any follow up.

Re: More on Fifa Rule 19
I don't think FIFA SHOULD be doing anything to prevent players from developing in the best system available to each player. The premise behind the rule is laudable ( to prevent young kids from being duped into moving abroad without support by shady agents and then left in a foreign country) but as with any rule, there should be exceptions.
If a kid and his family are on board with him moving abroad and there are assurances or mechanisms to ensure the kid can get back home should he get cut ( maybe the host club has to agree to that upfront) then it should be a case by case basis.
Of all the ideas and gnashing of teeth over the problems with US Soccer development, this rule can be thrown into the mix as to why the US can't develop international level talent. (To be honest, it wouldn't be developing the KIDS in the US, just allowing them to go to a environment that would be the best for development) With the growth of the game in the US and people seemilgly willing to send their kids overseas at a young age, the removal of this rule would open the US youth player to a level or training and development that is not available in the US.
If there were upwards of over 100 US youth players in Europe, Mexico etc from age 10 on up, those kids would have a chance to be world class. Kids training at Barca, Ajax, Athletico Madrid, PSG, Bayern Munich, Man city academies would be a significant change from the current oportunties or US youth.

Re: More on Fifa Rule 19
FIFA wants to grow the game around the world. So countries outsourcing their national team development to Barca, Ajax, PSG and Bayern does not fit with that objective. FIFA wants every country to build their own Barca etc.

Clearly they want to develop the game around the world, why else would they be bringing the World Cup to Qatar? Dolla bills and handjobs aside.
As far as each nation needing to develop its own national team players....well maybe nobody at FIFA is paying attention, but there are a hell of a lot of non-nationals playing in La Liga, EPL, Bundesliga, etc.
The rule is set up to keep them from having busloads of African and S American kids slaving away for a shot at glory. Makes sense. I don't know, I'm not a Swiss lawyer, but it seems like one good way to develop the game in the US would be for the US to have some star players and sending kids to where they know how to make star players might not be the worst way to do that. I guess maybe FIFA wants us to have job experience before we get our first job.
