If your player is a 04 and you parents don't know what to do, just stay in the current team he's in and wait for season 2017/2018.
After all this pure age has actually happened and settle for a whole entire season, by then you would have more info to processes everything resulting a better decision for the player.
Now the current U12 Classic League D1,D2 and D3 80% of players are 03, very little % are 04 playing a high level soccer
Coaches would have little 04 material to work with, resulting with 70 to 80 % of teams formed by player that need extra development.
There are a lot of very good 05 players out there, but the question is: would an 05 play up?
I bet less than half would, that would add complications on forming 04s ready to go teams.
If you aren't ready to do a lot of homework and spend a lot of time check out teams practice and games, I would suggest to wait for the first year of pure age season to run its course for an entire season.
This above is just my opinion.
Hope this would help, also i like to know your opinion on this matter.

With teams splitting up half moving up and the other half staying, how will team retain their league bye's?  
Do Classic and PPL have rules of roster changes?  Will everyone have to requalify?  

Will parents have enough time (Jun 1st- Jun 30th) to find a good fit for their BB?  Or will NTX allow tryouts to start at an earlier timeframe?

No sure 100% how things going to shape up, but I assume teams will retain league position based on end of season results.
As fare as time frame, if parents are worry about not to wrap up things before July 1st, 30 days to make a wise decision it's very little time.
Clubs are holding signs contract of players commitment not NTX, don't see NTX getting involved on players early release.
Soccer clubs are very adamant about unlocking a player before contract expires.

This is from the North Texas Soccer website "After completion of State Cup competition for their age group or completion of league play for their team, whichever is last (the end of the soccer-playing year for competitive players), players may practice with other teams without any required release or other permission, although formal tryouts may not be held until July 1. Players wishing to guest play in tournaments must always obtain a properly signed guest player release."

Since State Cup finals are May 7&8 for U11 thru U18. BB's can start practicing with other teams then. Of course these won't be tryouts pirat

But July 1st isn't a cut off for sign up for next season?
How likely a coach would give a player a release knowing the boy is going to kick the ball with different team!!
In My opinion isn't enough time to make the wise decision about finding the right fit for the player.

The other part of the question is for PPL they do have the N+1 rule.

To keep your BYE your must have N+1.  That means you must retain 1/2 you players plus one.  If you have a roster of either 18 or 17 you must have 10 returning players. If you have an odd number you must round up.

This means every team that will not have 8 -10 returning players in PPL will have to requalify.  

In the Classic League, the N+1 only affects the U19 teams.  
So the way this could play out is a U12 Classic team will lose AP (Age Pure) 03 players and will have to fill with AP 04 from classic or PPL.  

How many U12 PPL will have 8-10 returning players if that happens?

This is going to be a fun summer, hope everyone is staying in town this year...

Question is: now with all this divide and mixing up with AP, how many players would take a shot to Classic from PPL? To fill up Classic teams
I would!!
With a scarcity of 04 in Classic, lots of boys would drift up from PPL to Classic.
What will happen then to PPL attendecy?
