It seems pretty simple to me... the overall plan is primarily designed to rank teams based on results over two seasons - spring and fall - 19 games for each team - everybody plays everybody once. Its a secondary concern to level out the schedule for the fall and spring seasons and almost impossible to do if they are sensitive to coaching conflicts.
Parents would obviously prefer a "level playing field" in each season so we can determine winners and losers, be happy, complain or whatever. It is what it is, we will know after 18 more games what the final results are. Between now and then, a handful of teams will rise to the top in the fall season and then be validated in the spring season on if they should remain there.
I have to admit, it would be much more fun to play one game a day for the next 18 days and get it all settled by October 1st - but, then we all would have nothing to do for the next 8 months!

Ok so now I am even more confused ! I thought that at the end of this fall season the current 20 D1 teams will be split into 10 D1 and 10 D2 based on the results of the fall season. Then these 10 d1 teams will play each others during the spring season. Isn't that the plan ? If it is that means you will often play twice the same teams (let's assume Fort Worth stays D1; with their 6 top 10 matchups they will replay quite a few of the same teams).

That doesn't happen until U12. This year all 20 D1 teams play each other one time. Next year there will be 10 in D1, 10 in D2, 10 in D3.

So at the end of the year will the D1 bottom dwellers automatically move to U12 D2 and U11 D2 become U12 D3?
Or is it possible that a U11 bottom dweller will drop to U12 D3 and a top notch U11 D2 jump to U12 D2?

There's no room for this in U11. In U11 D1 is made up of 20 teams. In every other age group D1 is 10 teams. This year is to figure out who should be the 10 teams in D1, D2, and D3. So, U11 D1 teams 1-10 will remain D1 in U12 as rip stated. You are correct after U11, however. In U12 and beyond, teams 9-10 in D1 will be relegated to D2 and teams 1-2 in D2 will be promoted to D1. Teams 9-10 in D2 will be relegated to D3 and teams 1-2 in D3 will be promoted to D2. Teams 9-10 in D3 and some teams from Plano and Arlington will challenge for spots in D3 Classic.

D2 is really D3, with all relegation and promotion rules in effect. So, you want to finish 1-2 to be promoted to the real D2 and you do not want to finish 9-10 because you then have to play in a challenge tournament for your spot to stay in Classic D3 for the next season (U12).

Basically it is the long version of QT to see who should be in D1, D2 and D3. It takes away the excuses of one bad game, players missing and those darn refs. By u12 D1, 7 of the 10 will undeniably be the best and D2 will have 1 or 2 should ofs could ofs but will be very even and D3 is where your surprising upcomers and your fool's gold will be.
