Brit ticket touts will be outside the stadium selling without a premium. Do you realize how much a thousand British Pounds are in US dollars? It's about $1,600 USD. Prices drop dramatically at kickoff.

Even if be able to get a ticket outside the stadium you won't be able to get inside. All the tickets are personalized, meaning the name on the ticket must be identical with your ID.
Chelsea and Bayern got 17500 tickets each to sell. The remaining 27000 tickets are sold directly by UEFA. Bayern had over 1 mil requests for tickets and decided to do a lottery.

FIFA says the same at the World Cups, yet the English touts are out in force outside the stadiums. The workers at the stadiums never even ask for ID or credit card to cross check personalization. They are too busy herding the crowds through the turnstiles. The biggest hassle is the security checks.

Same will happen at the Euro Cup this summer in Poland & Ukraine.
