KSMD 'challenge' seeding?

We are one of the d3 teams that will finish in the middle of the pack and therefore have to play in the challenge tourney. I have tried to find answers to my questions on CCL site and on this forum but haven't found them yet. If it has already been addressed/answered please forgive me.
I'm curious about seeding; for the U11 CL tourney a teams NTX ranking was in used in consideration for making brackets/game pairings. Any idea if the same will apply?
Can any team play in the challenge or do they have to be already playing competitive ball?
I had more questions but right now that is all I can think of.
